Positive Outlooks Inc. provides nonmedical home‑ and community‑based services that support independence, safety, and quality of life. All services are delivered in accordance with Connecticut Department of Consumer Protection (DCP) regulations for registered Companion & Homemaker Services Agencies and are guided by person‑centered planning principles. Clients remain in full control of their care and may adjust their goals or service preferences at any time.

Companion Services

Our Companion Services focus on social connection, engagement, and basic supervision to support safety and well‑being in the home and community.

What Companions Can Support

• Socialization and conversation

• Recreational and leisure activities

• Community engagement and outings

• Cooking, meal prep, and meal planning

• Light household tasks (wiping surfaces, light sweeping, tidying)

• Encouragement, reminders, and supportive presence

Regulatory Definition (2026)

Under Connecticut General Statutes Sections 20‑670 to 20‑680, Chapter 400o, “Companion services” means nonmedical, basic supervision services to ensure the well‑being and safety of a person in their home.

Positive Outlooks Inc. provides Companion Services strictly within these state‑defined parameters.

Homemaker Services

Homemaker Services help maintain a clean, safe, and healthy home environment. These services are supportive, nonmedical, and tailored to each client’s needs and preferences.

What Homemakers Can Support

• Housekeeping and routine cleaning

• Moderate dusting, mopping, sweeping, and vacuuming

• Laundry, folding, and linen/bed care

• Bathroom and kitchen cleaning

• Cooking and meal preparation

• Household organization and chores

• Errands and home‑management tasks

• Assistance with personal hygiene within nonmedical limits (e.g., grooming support, reminders)

Regulatory Definition (2026)

Under Connecticut General Statutes Sections 20‑670 to 20‑680, Chapter 400o, “Homemaker services” means nonmedical, supportive services that ensure a safe and healthy environment, including assistance with personal hygiene, cooking, household cleaning, laundry, and other household chores.

Positive Outlooks Inc. provides Homemaker Services in full compliance with these requirements.

Live‑In & Overnight Companion Services

Live‑in and overnight services are available for individuals who benefit from continuous companionship or supervision for safety, wandering concerns, or nighttime support.

These services include the same tasks listed under Companion and Homemaker Services, delivered in extended or continuous shifts. Daily rates are determined based on the client’s needs, schedule, and person‑centered plan.

Additional Services for ABI Waiver & Medicaid‑Eligible Clients

For individuals approved through the Connecticut ABI Waiver or other Medicaid programs, Positive Outlooks Inc. may offer additional home‑ and community‑based supports outside the DCP Companion/Homemaker license, such as:

• Independent Living Skills Training

• Chore Services

• Recovery Assistant I & II

• Support & Planning Coaching

• PCA‑related support roles (nonmedical)

These services are only available to clients who are pre‑approved through the appropriate waiver or Medicaid program. Care managers, social workers, and options counselors may contact us directly for program‑specific details.

Community Activities & Engagement

All Positive Outlooks Inc. clients are welcome to participate in our inclusive community activities, which may include:

• Free paint nights

• Bus trips

• Family fun picnics

• Seasonal events

• Creative and social workshops

We treat every client with equal respect and dignity, regardless of background or service type.
